WESTCAS

Western Coalition of Arid States

Invest in the West

Invest in the West was a coalition of Western water organizations representing rural and urban interests in the Western 17 states.  The Invest in the West campaign increased the Bureau of Reclamation's budget to over $800 million in the five years of its existence.

Energy and Water Development Coalition

A coalition of groups representing ports and waterways, scientific research, energy supply, western water and power, environmental restoration, and nuclear deterrence and non-proliferation.  The focus of the coalition is on increased funding in the Energy and Water Appropriations bill.

The individual members of our Coalition are not in a position to evaluate the programs sponsored by the other members.  However, we jointly acknowledge two things.  First, each program has identified significant program degradation caused by past shortages of budget resources, as well as defined challenges it should meet for the future in environmentally enlightened ways.  Second, we are likely to succeed individually only if the overall budget envelop for Energy and Water corrects for past and current inflation and provides a funding flow enabling efficient program implementation in the future.

Small Reclamation Program Act Coalition

The Small Reclamation Program Act Coalition is an effort to modernize the existing Small Reclamation Loan Program, which was last amended in 1986, to recognize the social, economic and environmental changes necessary to undertake projects under this program with respect to the current water resources development needs in the seventeen western states.

Those changes are embodied in legislation that is currently before Congress.  Title II of H.R.3208 and S.1882 reflect the changes to the existing Small Reclamation Loan Program that will enable the western water users to undertake new proposals to address new approaches using this unique program.

National Urban Agriculture Council The National Urban Agriculture Council (NUAC) is a service and product orientated council, which acts as a center for the promotion and implementation of effective water management in the urban landscape.  Services involve; quality research, technology development, training and community outreach.

NUAC is a non-profit organization headquartered in Washington, D.C.  Founded in 1988, the organization has established both a board of directors and a board advisory committee.  NUAC's Board Advisory Committee helps direct peer review research and recommends future research and program direction for the council.
