Will & Carlson's approach for a client, whether promoting a new issue or dealing with matters initiated by others, is to provide analysis, evaluate the potential reaction of Congress, the Administration and the various competing interests, recommend salable approaches and develop a strategy for implementation.  This includes not only a Washington, DC based strategy but recommendations for regional uses of media and garnering support of sympathetic local and regional organizations and officials within the client’s locality.

Our efforts include the preparation of an overall strategy, assisting the client in developing the necessary issue documents and presentations, working on all the necessary activities including meetings, testimony before agencies and congressional committees, preparing for votes or agency decisions and the attendant activities to reach a successful conclusion.

We monitor and report legislative and administrative developments, design federal funding strategies for projects and programs, advise on activities of national and regional interest groups and obtain information on other activities affecting the client and recommend courses of action.

Our philosophy in serving a client is to focus on its objectives, keep the client substantively involved at all stages of the process and offer our experience to reach a successful conclusion.  We believe that effective Washington representation should go beyond the obvious steps and include coordination and consultation with many federal, congressional, and public and private interest group officials whose role may not be readily apparent.  This will assure a broader understanding of the matter and avoid surprises, frequently the key for success.
